People living in areas of deprivation, or suffering some kind of disadvantage, are persistently stereotyped and labeled as ‘hard to reach’ as if they are some kind of elusive and untouchable chimera. Why are these groups inappropriately described in this way when the evidence suggests otherwise? This report challenges the inappropriate descriptions, presents how the Outset intensive business start-up support programme engages with those groups and describes the best practice underlying its success.
